The client is a research-intensive, international medical school operating within the Gulf region. A pioneer in its market, it was among the first institutions to deliver an internationally accredited medical degree in its region.
The institution is dedicated to excellence across a tripartite mission of education, patient care and biomedical research. The school is at the forefront of medical education, biomedical research, and population health in its region, and forms part of a broader regional ambition to develop a world-class biomedical research infrastructure.
The institution’s HR department approached Pearn Kandola directly. Having seen the impact of our assessment design expertise for other clients, the HR team wanted to bring this discipline in house. Pearn Kandola’s brief was to equip the team with specialist assessment expertise they could embed across all of its hiring activity.
They operate in one of the world’s most competitive specialist talent markets. Its position as a leading research-intensive medical school, combined with the depth of talent in its region, means the institution routinely receives upwards of 1,000 applications for a single vacancy. Many of these vacancies are technically demanding where assessing true capability requires greater depth of insight into a candidate.
The HR team is experienced and runs a sophisticated recruitment function in a demanding international environment. To complement their existing expertise, the HR department wanted to add a deeper layer of specialist assessment science: structured methodologies for high-volume sifting, in-house assessment centre design, and structured interviewing. This would further sharpen the institution’s ability to identify the very best candidates for the most technically demanding clinical and operational roles and ensure that capability sat permanently within the institution.
From the outset, it was clear that the goal was lasting capability, not a one-off intervention. The HR team asked Pearn Kandola to design and deliver a comprehensive programme to build deep, in-house expertise so that it would have its own internal assessment capability. This expertise should span job analysis, situational judgement test (SJT) development, assessment centre design and structured interviewing. With these ambitions in mind, we agreed together that an end-to-end Assessment Skills capability build programme would best meet these goals.
At the heart of the programme was Pearn Kandola’s 40-plus years of expertise. The training was rooted in established, evidence-based assessment practices drawn from decades of research and industry-leading publications. This gave the team a consistent, defensible framework for evaluating candidates from CV stage all the way through to final stage interviews.
The solution was a fully bespoke, end-to-end capability-building programme designed around the institution’s specific recruitment context. To achieve this, Pearn Kandola began with a structured needs analysis across the HR team, meeting with key stakeholders to map current capability, surface pain points in the existing recruitment process, and translate these directly into learning objectives.
The findings shaped a tailored three-phase programme anchored to its genuine role profiles and live recruitment scenarios. The programme was deliberately designed to transfer expertise, with significant emphasis on building train-the-trainer capability so that the methodology could be sustained and cascaded internally.

The programme was tailored to the institution’s context in two important ways. First, content was anchored in its highly specialist role profiles, recognising that effective assessment of clinical and technical positions depends on a granular understanding of role requirements before any sifting or assessment design begins. Second, with an HR team whose members brought a wide range of prior professional experience, and assessment practices that varied depending on where and how each individual had recruited before, Pearn Kandola balanced established best practice with a deliberate focus on consistency, so a single shared standard could be applied across the organisation.
The HR team completed the programme fully equipped to design and deliver end-to-end assessment processes across the full breadth of the institution’s roles, with a working command of job analysis, assessment centre design, SJT construction, and structured interviewing. Participants left with a shared methodology, a common language, and the practical skills to apply assessment science to live recruitment campaigns immediately on return to their roles.
Self-sufficiency was deliberately engineered into the programme. Participants taught modules back to one another over the six days, building the depth of understanding required to sustain and cascade the methodology internally. A small core group went deeper into job design, SJT development and interview design, positioning them to act as in-house experts and to support colleagues as the methodology spreads across the team.
The client now applies assessment and development centre methodologies in-house with confidence, strengthening the HR team’s ability to identify highly qualified candidates who are genuinely suited to the specialist roles they recruit for. The result is that this client has built a lasting improvement in recruitment quality, decision-making and speed of delivery for high-volume, highly technical hiring campaigns, and an HR team equipped with the capability to deliver high-quality assessment practices.
